Prizemoney Information

On July 1, 2001, Queensland Racing went live with the Centralised Prizemoney System (CPS).  The system provides for the invoicing for race day costs and payment of prizemoney and riding fees to all Racehorse owners, Trainers and jockeys for all race meetings throughout the state.

Payment of Prizemoney

The weekly payment cycle is from Monday to Sunday. Payments for each cycle are electronically transferred on a Thursday evening and can be accessed from your bank account on Friday morning.

The prizemoney shall be distributed as follows, in relation to a horse placed first, second, third, fourth or fifth:

When the prizemoney for a placing is greater than $300:

85%      Owner
10%      Trainer
5%       Jockey

When the prizemoney for a placing is less than $300:

90%      Owner
10%      Trainer

The distribution of a prizemoney payment to a trainer or jockey shall be in addition to any training or riding fees incurred during the week of racing.

Centralised Payment System (CPS)

The following fees and payments apply to races conducted in Queensland after 01 October 2002.

Non-Feature Races

  1. Connections no longer be invoiced for nomination and acceptance fee, riding fees, or workcover fees for standard non-feature races
  2. A “starters’ fee” of $225 plus GST will be charges to the owners of horse that finish 1st to 4th at metropolitan meetings. This is to be netted-off against prizemoney
  3. A “starters’ fee” of $173 plus GST will be charged to the owners of horses that finish 1st to 4th at all other TAB meetings, and 1st to 3rd at all non-TAB meetings. This is to be netted off against prizemoney
  4. A “starters’ fee” of $87 plus GST will be charged to the trainers of horses that finish 4th and back at non-TAB meetings
  5. A “non-starters’ fee” of $40 plus GST will be charged to the trainers of horses that are nominated, but do not accept or are scratched, as agent of owners

 

New rider declared scratching fee

An addition “scratching fee”, equivalent to the riders’ fee, will be charged to the trainers of horses that are scratched after a rider has been declared, where the riders’ fee is payable, as agent of owners. This fee will be called “RD Scratching Fee”, being rider declared scratching fee.
An additional rule now follows that if no rider has been declared and a vet’s certificate is not supplied an additional “scratching fee” of $50 plus GST will be charged to the trainers of horses that are scratched. This fee will be called “NRD Scratching Fee”, being no rider declared scratching fee.

New Feature Race Acceptance Fees

As of the 1st October 2005 new race fees will apply to the trainers of all horses that accept for a feature race. This fee is calculated as 0.055% of the total prizemoney for the race, being a standardised structure of feature race acceptance fees to Queensland’s racing program.
This is a significant departure from the past, whereby clubs were responsible for setting these fees, which resulted in variations of fees for the same prizemoneys’ raced. This new feature fee structure directly relates the cost of racing to the level of prizemoney being distributed.

Points to remember regarding Feature Races

  • Starter’s fees and scratching fees will be in accordance with arrangements for no-feature races. In addition, the feature Race Acceptance fees will apply
  • All feature Race Fees will be identified in the calendar
  • The “non-starter’s fee” will be $100 plus GST for feature races

 

Riding Fees

As of 1st September 2006 the Jockey Riding Fee will increase to $123.50 per ride effective from 1st July 2006 the Jockey Public Liability Insurance charge will be $6.40 per ride as per consultation with the Queensland Jockey Association. Amounts quoted do not include GST.

Jockey Workers’ Compensation

The Jockey Workers’ Compensation fee top up to be paid by jockeys will be $5 Excl GST per ride.  The effective date of change in cover and the change in the per ride fee will be as at 1 September 2006.

Queensland Jockeys Association

Jockeys that are members of the Queensland Jockey Association have authorised $2 per ride to be deducted from their riding fees as contribution to the Distressed Jockeys’ Fund and the Associations administrative costs.

Australian Jockeys Association

Jockeys that are members of the Queensland Jockeys Association are automatically members of the Australian Jockeys Association and are deducted $1 per ride plus GST from their riding fees.

Apprentice Jockeys and Masters Percentage

Where an apprentice Jockey is less than 18 years of age their weekly earnings are sent by EFT to the Queensland Racing Apprentice Trust bank account (net of masters %).

The Master of an Apprentice Jockey is entitled to 25% of the earnings of the apprentice.

Owner/Trainer/Jockey Banking Details
Please note that effective 1 August 2005 a new administration charge will be automatically deducted from any prizemoney payments that are made to Owners/Trainers or Jockeys in the form of a cheque, due to non-lodgement of bank details.
The new charge will be identified as "Cheque Production Fee" on your Recipient Created Tax Invoice and will be $11 (Inc GST) per cheque payment.
In order to avoid this charge, you should immediately advise Queensland Racing of the relevant Bank Details so that all future payments can be made directly into your bank account.

Owners Change of Details Form
All changes should be made to your horse before making any subsequent nominations. This allows sufficient time for the information to be updated on Queensland Racing and interstate databases.
If you manage more than one horse please list each and every horse as the Registrar of Racehorses records the details of each horse separately. Changing the details for one horse does not change the details for all of your horses.

Queensland Racing Payment Options

As from the 1st October 2006 trainer’s invoices are due 60 days from date of invoice, unless otherwise specified by the stewards.  All other debtors e.g. jockeys, bookmakers have 30 days to pay from date of invoice in accordance with our Credit Policy.
If you have received an invoice, you can remit your payment to Queensland Racing using one of the following options:

Frequently Asked Questions

SWABS: How long do they take to clear and why?

Swabs are sent to the Racing Science Centre and the timing of test results released are out of Queensland Racing’s control.  Usually they take about 3-5 weeks to clear after race day in accordance with our policy.  We are unable to forward prizemoney payments for swabs until notified of the clearance via the Stewards Department.  Please note that as from the 1st October 2006 all SWAB payments will be made via EFT into the nominated bank account once clearance is received. (Prior to this date payment of all SWABS were paid by cheque.) 

Change of Personal Details.  Why won’t you take my change of address or bank details over the phone?

This is a safeguard for you.  If we took details over the phone it’s possible that anyone could phone us, say they are you and get your money paid into their bank account.  Also, when we receive a change of details in writing it reduces the margin for error in data entry to our systems.

GST Registered Owners.  Why do I receive GST on prizemoney for one of my horses and not on the others?

The Registrar of Racehorses (RoR) – who holds the information on all the horses nationwide – is just that; a register of racehorses, not a register of owners.  For example: you may own five horses and sell one; if RoR was a register of owners, even the horses that you were keeping would show up as being sold to the new owner.  Please include all Horses that you are changing details for as information is held under the horse name and not the individual owners.

GST. What do I do when I become GST registered or if I have cancelled my GST status?

Please photocopy the notification of registration/cancellation that you received from the ATO and post or fax it to us.  If you are a trainer or jockey, attaching your account would be beneficial, and if an owner, you must notify us of all the horses these changes are relevant to.

Owners ABN/GST Declaration

Withholding Tax. Why have I been charged withholding tax?

You have not supplied us with your ABN/GST status or a Hobbyist Declaration.  If an ABN or a Hobbyist declaration has not been provided, Queensland Racing is required, by taxation law, to withhold 48.5% from all payments made to owners, trainers and jockeys.

Adjustments.  How long does it take to process adjustments?

Generally, any adjustments to be processed against your account will take a fortnight.  We do try to process within a week of your call, although this may be depend on the number of race meetings held from week to week.

Invoices.  How long do I have to pay my invoices?

What if I am experiencing financial difficulties and cannot pay my account? 

Queensland Racing will consider all requests for extended payment terms if you are experiencing financial hardship.  Please contact the staff on the Prizemoney Line before your invoices become due so that we can assess your financial situation and consider what support can be offered.  The Prizemoney Line is open business hours on (07) 3869 9700.

What if I think that there is an error on my invoice?

Contact the Prizemoney Line on (07) 3869 9700 to speak directly with Queensland Racing Finance Staff who can assist you with your enquiry.   It is best to resolve these enquiries as soon as you notice a discrepancy so that any adjustments can be made before the invoice becomes due.

What happens if I forget to pay my bill?

For Trainers, as from the 1st October 2006 any bill that remains unpaid 60 days (eight weeks) after the original invoice date will result in nominations and acceptances being restricted with the Trainers Services Centre.  If the bill remains unpaid for a period exceeding ten weeks past the invoice date, then Queensland Racing may place you on the Forfeit List.

What is the Forfeit List?

The Forfeit List is a list that is maintained by Queensland Racing under the provisions of the Racing Act (2002).  It includes all dues, unpaid subscriptions, fines, fees, stakes, forfeits and prizemoney recoverable.  Forfeits and other liabilities incurred at any meeting in any other territory or country may also be included.  This list may be published in the Queensland Racing Magazine and on the Queensland Racing website www.queenslandracing.com.au.

Whilst an individual is on the Forfeit List they are subject to the same disabilities and penalties as are declared by AR182 (Australian Racing Rule 182) to apply to persons who are disqualified.

So long as any horse is in the forfeit list, such horse shall not be entered or run for any race, or be trained upon any course where these rules are in force.

Prizemoney Phone Line.  What happens if I ring and get a message?
